- TikTok recommends 3 to 5 creatives per ad group and 3 to 5 ad groups per campaign: that is 9 to 25 ads.
- TikTok suggests putting 20 to 30% of budget into testing and refreshing every 2 to 4 weeks.
- EchoUGC Agency: $499 a month, about 54 videos, a multi-brand workspace and white label.
- New York's disclosure law can reach whoever produces or creates the ad, including agencies.
The agency creative bottleneck in numbers
Media buying has been automated. Creative has not, and the platforms keep asking for more of it.
- TikTok recommends 3 to 5 creatives per ad group and 3 to 5 ad groups per campaign (TikTok), and suggests refreshing creatives every 2 to 4 weeks (TikTok guide). That is up to 25 ads per campaign, per refresh.
- Meta's Andromeda system narrows "tens of millions of ad candidates" to a few thousand and was built to "scale up to a large volume of ads creatives, empowering the adoption of GenAI" (Meta Engineering).
- Advertisers are already moving. Meta reported that in Q4 2025 the combined revenue run-rate of its video generation tools hit $10 billion (Meta).
At the Influee median of about $175, 25 creator videos cost around $4,375. The same count on EchoUGC's Agency plan is about $225.
Where AI UGC fits in an agency workflow
AI UGC does not replace your strategists or your best creators. It replaces the slow, expensive middle: waiting on shoots to find out if an angle works.
| Stage | Owner | Tool |
|---|---|---|
| Angles and hooks | Creative strategist | Account data, customer research |
| Test production | Junior or strategist | EchoUGC: one brief per ad |
| Labeling and claims check | Account lead | Disclosure checklist |
| Launch and read | Media buyer | Ads Manager |
| Scale proven angles | Creator team | Human creators, partnership ads |
The result: creators only shoot angles that already won, so every creator dollar goes further. For format ideas, see AI unboxing and demo ads.
A multi-brand workspace and brand briefs in EchoUGC
EchoUGC is built for running many brands at once:
- One brand per client. Each client is its own brand in your workspace, with its own name, website and brand voice, and you switch between them from the brand menu in the top bar. Credits, actors and saved products are shared across brands, so name actors and products by client.
- One line per ad. Describe the product and angle, add a product photo, and EchoUGC writes the script and casts a realistic AI actor with native lip-sync.
- Pick the format. Talking for hooks and stories, Demo to show the product in use, Unboxing to open it on camera. Lengths run from 15 to 150 seconds.
- Get notified. EchoUGC emails you when a video is ready, and the video downloads automatically if the Studio is still open.
- Export and hand off. Finished 1080p 9:16 videos with burned-in captions, ready in minutes. EchoUGC keeps each one for 24 hours, so download it and upload it to each client's ad account.
Every brief makes one finished video, so a set of 20 ads is 20 briefs, and you only pay for successful renders. Failed renders and quality-check rejections refund automatically.
White label: what clients see
On EchoUGC's Agency and Enterprise plans, white label is included: set your own domain, logo and accent colors in Settings, so the work can be presented under your agency's brand. Clients see finished ads and your reporting, not a tool login.
White label is about presentation, not secrecy. Tell clients you use AI actors. They need to know so they can disclose AI-generated ads where platforms or laws require it, and so expectations about real testimonials are clear from day one.
Sell the system, not the software: angles, speed, testing and reporting.
Testing cadence per client by spend tier
TikTok suggests putting 20 to 30% of budget into testing, testing at $20 to $30 a day, with campaigns needing at least $50 a day (TikTok guide). Applied to client budgets, a starting plan looks like this (example only):
| Monthly client spend | Testing budget (20 to 30%) | New creatives every 2 to 4 weeks | EchoUGC cost at about $9 |
|---|---|---|---|
| $3,000 | $600 to $900 | 3 to 5 | about $27 to $45 |
| $15,000 | $3,000 to $4,500 | 9 to 15 | about $81 to $135 |
| $50,000 | $10,000 to $15,000 | 15 to 25 | about $135 to $225 |
On Meta, add new creatives in planned rounds rather than one at a time. An ad set is "learning limited" when it is unlikely to get about 50 optimization events in the week after the last significant edit, and creative changes count as significant edits (Meta). More in how many ad creatives to test and creative fatigue on Meta.
Compliance responsibility: agency vs client
General information, not legal advice.
- New York. The synthetic performer law covers a person in the business of dealing in property or services who, for a commercial purpose, "produces or creates" an ad and knows it uses a synthetic performer. Penalties are $1,000 for a first violation and $5,000 for each later one (Cooley). Agencies should assume they are in scope.
- Platforms. TikTok rejects or restricts undisclosed AI ads (TikTok). Whoever launches the ad sets the label.
- FTC. AI avatars are not banned, but fake testimonials are (FTC Q&A).
Split it in the contract: the client warrants product claims, the agency handles labeling and keeps a record of which ads used AI actors. Platform steps are in AI ad disclosure labels.
Pricing AI UGC into retainers
- Include a creative quota. For example, 15 new ads a month in the retainer, with extra ads billed individually.
- Bill for thinking, not rendering. Price strategy, scripts and reporting. Production is about $9 a video on Agency.
- Keep a creator line item. Budget human creators for proven angles and partnership ads.
- Show the saving. Compare your quota against creator rates of $150 to $1,200 a video (JoinBrands).
Rollout plan: first 30 days
- Week 1. Try one brief with the $11 first week, then move to Agency. Add a brand per client, upload product photos and add the actors you plan to reuse to Your actors.
- Week 2. Brief 9 ads per pilot client: 3 angles, 3 hooks each. Run claims and labeling checks.
- Week 3. Launch in new test ad groups at TikTok's suggested $20 to $30 a day.
- Week 4. Report winners, cut losers, brief the next round and roll out to the next clients.

Frequently asked questions
Can agencies white label AI UGC?
Yes. EchoUGC includes white label (your own domain, logo and accent colors) on its Agency and Enterprise plans, along with a multi-brand workspace where each client is its own brand.
How many creatives should an agency deliver per month?
It depends on spend. TikTok recommends 3 to 5 creatives per ad group and 3 to 5 ad groups per campaign, refreshed every 2 to 4 weeks, which can mean anywhere from a handful to 25 or more new ads per client per cycle.
Who is liable for AI ad disclosure, agency or client?
Both can be. New York's synthetic performer law can cover a business that produces or creates the ad with actual knowledge, and platforms expect whoever launches the ad to label it. Split duties clearly in your contract. This is general information, not legal advice.
How do agencies price AI UGC?
Most bundle a monthly creative quota into the retainer and bill extra ads individually. Price strategy, scripts and reporting rather than rendering, since production on EchoUGC's Agency plan is about $9 per video.
Is AI UGC good for agency margins?
It can be. Production costs about $9 per finished video on EchoUGC's Agency plan, compared with $150 to $1,200 for creator UGC, and failed renders are refunded automatically, so unit costs stay predictable.
