EchoUGC / Best AI tools for short video ads
Best AI tools for creating short video ads: an honest 2026 buyer's guide
Last updated: October 21, 2026
What are the best AI tools for creating short video ads?
The right tool depends on the kind of short ad you need. For UGC-style vertical ads where an AI actor talks about, demos or unboxes a physical product, EchoUGC is built for that one job: you describe the product and get back a finished 9:16 1080p ad with captions, from $49 a month, or $11 for a first video. For presenter-style explainers compare HeyGen and Synthesia, for editing footage you already have compare Captions and VEED, and for other UGC-style ad tools with large actor libraries compare Arcads, MakeUGC and Creatify.
We make EchoUGC, so weigh what we say about it accordingly. Every competitor price below was copied from that vendor's own pricing page on October 21, 2026, and every source is linked at the bottom of the page.
The short answer, by job

Prices are USD as displayed on October 21, 2026. Most of these vendors also sell yearly plans at a lower monthly rate, listed in the tool notes below.
How we chose and ordered these tools
- Included: tools that export vertical video for social ads and publish their plans on their own site. Arcads is included because it is widely compared for UGC Ads, even though it publishes credits but no dollar prices.
- Grouped by job, not scored. We have not run a blind quality test across every tool, so we do not claim one makes better-looking ads than another. The only reliable quality test is a small paid test on your own product.
- Prices are the entry paid plan billed monthly, copied from the vendor's page. Where a vendor converts credits into videos on its own site, we repeat that conversion and say so.
Tool notes
EchoUGC
Built for UGC-style video ads of a product. You write a few lines about what you sell and can add a product photo. EchoUGC writes the script, casts an AI actor with native lip-sync, and renders a finished 9:16 1080p vertical video with burned-in captions, usually in under 10 minutes. The Studio has three video types: Talking (the actor talks to camera), Demo (the actor shows the product in use) and Unboxing (the actor opens the box on camera). Plans are Starter $49/mo for 450 credits, Scale $199/mo for 2,200 credits and Agency $499/mo for 5,400 credits. A video of up to 45 seconds is 100 credits, so that is about $12 a video on Starter and about $9 on Scale and Agency. Failed renders give their credits back automatically.
Where it does not fit: it makes vertical 9:16 video only, makes one video per brief, and does not upload to your ad account, so you download each video and upload it yourself. There is no free plan.
MakeUGC
Pitches itself as an AI video generator for ads, covering UGC Ads, product videos and image ads. Its pricing page lists Starter at $59/mo billed monthly ($29/mo billed yearly) with 500 credits, Growth at $79/mo and Pro at $149/mo. Its developer docs price a talking-actor video at 100 credits, which is roughly five such videos on Starter. It offers a product-in-hand feature where actors show your product on camera.
Creatify
Positions itself around AI video ads. Standard is $15/mo billed monthly ($10/mo billed yearly) with 55 credits; its pricing page says that covers about 11 fifteen-second avatar videos at its base resolution, with higher resolution and longer clips costing more credits. Credits expire after two months. It can start a video from a store page link, including Amazon and Shopify pages, and can make many variations at once.
Arcads
Its homepage headline is about creating winning ads with AI, and it advertises a library of 1,000+ AI actors. Arcads does not publish dollar prices on a public page: its help center says current prices are shown in the app. The same article lists plans by monthly credits, starting at 8,000 credits on Starter.
Zeely
Covers making and launching ads with AI, including avatar videos and turning a product page link into a video. On October 21, 2026 its price page showed Starter at $29.95/mo (displayed as reduced from $49.95) with 2,500 credits; its help center prices one of its video models at 500 credits a video. Its own pages give different starting prices in different places, so confirm the renewal price at checkout.
HeyGen
An AI avatar video platform. Creator is $29/mo billed monthly ($24/mo billed yearly) with 600 credits, Pro $49/mo and Business $149/mo. The free plan makes 3 watermarked videos a month of up to one minute. For ads it has a page-to-video tool that makes UGC-style ad creative in 9:16, 1:1 and 16:9 from a product page link.
Synthesia
Calls itself an AI video and avatar platform for business and describes its use as helping teams communicate, train and upskill. Starter is $29/mo billed monthly ($18/mo billed yearly), about 12 minutes of video a month. Before you use it for ads, read its licensing article: it says videos with stock avatars may not be used in paid Facebook, Instagram, YouTube or TikTok ads. Custom avatars are not under that restriction.
Captions
Mainly an AI video editor. Its AI Ads feature makes a UGC-style ad from a website link with an avatar, with scripts up to one minute. The pricing page lists Max at $24.99/mo with 500 credits and notes the prices reflect its iOS plans.
VEED
An online video editor with an AI ad generator that works from a text prompt, product images or footage, and UGC-style avatars. Creator is $26 per user a month billed monthly, or $125 per user a year. Free exports carry a watermark.
InVideo and Fliki
Both turn a prompt or a page into a video. InVideo's UGC Ads page says it goes from a link to your product to a finished UGC Ad; Starter is $20 per seat a month billed monthly ($10 billed yearly). Fliki's ad generator takes a short brief, a product page link or a product photo and exports 9:16, 1:1, 16:9 and 4:5; Standard is $28 per user a month billed monthly ($21 billed yearly).
Canva
A design suite. Pro is US$18 a month or US$144 a year for one person and includes a limited number of AI video clip generations each month, plus resizing for different placements.
What to check before you pay for any of them
- Paid ad license. Can you run the output as a paid ad? Synthesia's stock avatars cannot be used in paid social ads. EchoUGC's Terms grant you a license to use your videos for your commercial marketing.
- Cost per finished video at the length and resolution you will actually run, not the plan price. Credits that buy a 15-second clip at low resolution are not the same as a finished 30-second ad.
- Credit expiry. Creatify credits expire after two months. EchoUGC credits roll over month to month.
- What comes out. A raw clip you still edit, or a finished ad with captions? Is the product actually on screen?
- Format. 9:16 vertical for Reels, TikTok and Shorts. If you also need 16:9, EchoUGC is not the tool for that.
- AI disclosure. TikTok and Meta ask advertisers to label AI-generated content, and the FTC bars presenting an AI person as a real customer. That applies to every tool on this page.
Frequently asked questions
Which AI tool is cheapest for short video ads?
On entry plans billed monthly, Creatify Standard has the lowest listed price among the UGC Ad tools on this page at $15 a month, and its pricing page says its 55 credits cover about 11 fifteen-second avatar videos at its base resolution. EchoUGC starts at $49 a month for about 4 finished videos of up to 45 seconds at 1080p, or $11 for a first video. Compare the cost per finished video at the length and resolution you will actually run.
Can I use AI avatar videos in paid ads?
It depends on the tool's license. Synthesia's licensing article says videos with its stock avatars may not be used in paid Facebook, Instagram, YouTube or TikTok ads. EchoUGC's Terms of Service grant you a license to use the videos you generate for your commercial marketing. Whatever tool you use, label AI-generated content where the ad platform or the law requires it.
What format should a short video ad be?
Vertical 9:16 is the native format for TikTok, Instagram Reels, Facebook Reels and YouTube Shorts. EchoUGC exports every video as 9:16 vertical in 1080p on every plan.
How long does it take to make an AI video ad?
With EchoUGC, brief to finished export usually takes under 10 minutes. Other tools vary with the length of the video and how much editing you do afterwards.
Does EchoUGC have a free plan?
No. EchoUGC has no free plan. The $11 first week gives you 100 credits, enough for one finished video, for 7 days. It then continues on Starter at $49 a month unless you cancel from your account.
